This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation documents, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. Solicitation number R3-03-08-04 is issued as a Request for Quotation (RFQ) in accordance with FAR subpart 13.5. This acquisition is a 100% small business set-aside. The Northern American Industry Classification System (NAICS) code is 453930 and the size standard is $11.0 Million. A firm-fixed price purchase order will be issued under the Test Program for Certain Commercial Items. Period of performance ? One base rental period with the option for four additional rental periods, not to exceed 60 months. The solicitation is for Santa Fe National Forest Hotshots Crew Quarters Modular Barracks Building Rental, with the line items as follows: Item 1: One Modular Barracks Building, Santa Fe National Forest, New Mexico, monthly rental; Item 2: Mobilization (unit move-in and set-up); Item 3: Demobilization (unit tear-down and removal); Additive Item: Furnishing. The accepted monthly rental rate will be paid for at the contract unit price accepted in this contract. All other items of work necessary to complete the project will be considered incidential, other than the items listed herein. Payment shall be full compensation for all labor, material, equipment, tools, transportation, and incidentals necessary to complete the work prescribed. Unit requirements: C.1 GENERAL A. Provide, deliver and set up a 24 foot by 64 foot modular barracks building. according to the following specifications. The location of the site is in Santa Fe, New Mexico. B. The factory built structure shall be constructed in accordance with manufacturer?s recommendations governed by the following codes: Uniform Building Code (UBC), National Electrical Code (NEC), Uniform Mechanical Code (UMC), Uniform Fire Code (UFC) and all county and state codes. C. All permits and transportation required are the Contractor?s responsibilities. Contractor shall adhere to State Motor Vehicle Laws of New Mexico and Department of Transportation Safety Standards. D. The Santa Fe Hotshot Quarters qualifies as a building occupancy with a Group R fire area where an automatic sprinkler system installed in accordance with Section 903.3 of the ICC shall be provided. C.2 SITE WORK A. The Contractor shall provide tie downs and pads as needed and necessary to meet code. B. Skirting shall be provided. C.3 SPECIFICATIONS SIZE 64 feet long 24 feet wide 8 foot ceiling height ELECTRICAL Adequate ceiling lights for each room. Phone jacks required in Common area and Kitchen 120/240 Volt single phase. Exterior lights at all doors. HEATING AND COOLING Central HVAC. Propane ready. Supply and return ducts. WINDOWS AND DOORS Windows with screens. Storm doors with hydraulic closure. Mini blinds. Entry doors with security plates with heavy-duty entry lock set. EXTERIOR FINISH FRAME Prefer treated wood siding. D.1 SCOPE. The scope of this contract is to provide the rental and installation of modular barracks unit on the Santa Fe National Forest. The contractor shall provide approximately 1536 square feet of living space in approved modular building to install on Government furnished pad, which includes utility connections. D.2 RENTAL PERIOD. This contract will be for a base period, with four option years. The base year is scheduled to begin upon delivery of the unit on approximately April 1, 2008 (or alternative proposed delivery date) and ending on September 30, 2008, with the possibility of four option years. Quotations shall be provided by unit price for each option year. The move-in/move-out prices for the modular unit. All option requirements for this contract are based on the Availability of Funds. The Contractor will be notified at least 30 calendar days prior to execution of each option year. Cancellation of any or all of these requirements may result when the Contracting Officer notifies the Contractor of the non-availability of funds for contract performance for any subsequent rental period or if the unit is no longer required by the FS. D.3 PROJECT LOCATIONS. Offerors are encouraged to perform a site visit to project location to assure the adequacy of the existing facilities. The Government assures the existing pads are sufficient for placement of a 28 foot by 64 foot unit, however, offeror?s shall provide a proposal on how the units offered will be placed upon the sites specified. Santa Fe Hotshots Barracks Unit: 10 beds needed with a minimum of 1536 square feet. The unit will be placed in Santa Fe, NM on Government land. D.4 SPECIFICATIONS OF MODULAR UNIT General: 1. Wall to wall carpet shall be of industrial grade and standard color, unless otherwise specified. 2. Interior colors shall be standard to the housing industry that minimizes the appearance of dirt. 3. Work shall conform to local building codes. 4. Standard mini blinds on all windows. 5. Adequate Propane Hot Water System for occupant load. 6. Washer and Dryer Hookups 2 each. (If machines provided, commercial grade preferred). Sleeping Area: 1. Maximum two persons per sleeping area and designed for twin bed use (no bunk beds). 2. Approximately 130 square feet per room. 3. Keyed, lockable doors. 4. At least one window per room 5. Two closets per room preferred. Bathrooms: 1. Two unisex bathrooms 2. Minimum of one ADA Compliant bathroom. 3. One shower stall per bathroom. 4. One commode per bathroom. 5. One sink, mirror and light with outlet per bathroom. 6. Ventilation fans in each bathroom. 7. Frosted window per bathroom. 8. Linoleum flooring is preferred. Kitchen: 1. Two ranges. 2. Over range hood with fan and light on each range. 3. Min. 2 Refrigerators (4 Refrigerators preferred). 4. Two double sinks. 5. Counter and cabinet space. 6. Linoleum flooring is preferred. 7. Standard outlets and lighting. 8. Pantry storage. 9. Mounted 2.5-pound Type A-B-C Fire extinguisher. Common Area: 1. Minimum 200 square feet. 2. Carpeted. 3. Electrical outlets. Exterior Building: 1. Two-door access with lighted exterior. 2. Roof to meet local snow and wind codes. 3. Skirting which matches exterior siding color. Furnishing (ADDITIVE ITEMS): Please provide in your proposal any or all of the following you propose to provide and the cost associated with the item(s). 1. Two single beds with box springs and mattresses of durable quality per bedroom. 2. Dresser drawers for two persons: built in or stand alone, minimum 2 drawers per person. 3. Two dark color sofas. 4. Dining table or tables and chairs for 10. 5. Two end tables. D.5 CONTRACTOR OBLIGATIONS Deliver, place, set up, install skirting, connect all exterior hookups, and install covered porch and steps. Contractor to provide all labor, supervision, transportation, services and facilities necessary to perform installation and removal work.
