The Philadelphia Division, Contracting Department of the Fleet and Industrial Supply Center (FISC) Norfolk intends to solicit and negotiate a sole source acquisition with only one source, Oracle, Inc., under the authority of FAR 6.302. The purpose of the resultant contract is to allow Oracle to conduct analysis of the Installation Core Business Model (ICBM) of the Commander, Naval Installations Command. After the analysis is completed, Oracle will recommend to the Commander, Naval Installations Command (CNIC) a business system solution that allows them to oversee the planning, programming, budgeting, and execution of the functional areas that comprise the breadth and diversity of CNIC's operation. It is anticipated that the contract will contain a base period of performance for Oracle to conduct analysis of the ICBM and an option for the implementation of the proposed solution. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
