SYNOPSIS EPA is soliciting proposals under full and open competition for "Health and Environmental Assesment Support for Regulated and Potentially Regulated Chemicals Released into the Environment," in support of the Office of Environmental Information (OEI), Analytical Support Branch (ASB). OEI's mission is to supply scientific support to meet EPA's regulatory mission, including ASB's work with the Emergency Planning and Community Right-to-Know Act (EPCRA). EPCRA requires the collection of data on releases and transfers of certain toxic chemicals from industrial facilities, and to make this data available to the public on the Toxic Release Inventory (TRI). Under the Pollution Prevention Act additional data are now required, including information on waste management and source reduction activities. ASB provides the scientific support for the development of TRI regulations and technical guidance documents, and responses to chemical petitions. ASB requires access to a broad range of expertise in order to support the regulatory activities of TRI. Annually, there are expected to be complete assessments for approximately 25 list reviews, 5 chemical petitions, and 3 chemical screenings; approximately one new and one updated technical guidance document, approximately one lot of each of the following: data analysis support and support for data quality reviews, plus approximately four scientific panels/workgroups. The EPA reserves the right to award either a single contract for all of the work described by the Statement of Work (SOW) or multiple contracts with the total level of effort divided among multiple contractors as a result from the Request for Proposals (RFP). The contract will be a Cost-Plus-Fixed-Fee (CPFF) type with the possiblity of Performance-Based work assignments; there will be one (1) 12-month base period and four (4) 12-month option periods for an estimeted total of 39,100 hours (basic quantity per each 12-month period of 7,820 hours). Proposals will be due approximately 30 days following the issuance of the solicitation.
