Reclamation has a requirement for stream gauging services at the following areas within the state of Oregon:

The Bureau of Reclamation, Pacific Northwest Regional Office, intends to negotiate one sole-source contract for Stream gauging Services at the following locations within the state of Oregon: Malheur River Basin near Drewsey, NF Malheur River above Beulah Reservoir, Burnt River near Hedford, Powder River near Sumpter, Powder River at Baker City, Powder River below Thief Valley Reservoir, Powder River above Thief Valley Reservoir near North Powder, Crooked River near Prineville, Crooked river above Prineville Reservoir near post, Mill Creek near Prineville, Ochoco Creek above Reservoir near Prineville, Ochoco Creek below Ochoco Reservoir, and Prineville Reservoir near Prineville. One contract will be negotiated with the Oregon Water Resources Department (OWRD). The NAICS code for this requirement is 924110, Administration of Air and Water Resource and solid Waste Management Programs and the small business size standard is not applicable as Reclamation has determined, under the authority of FAR 6.302-1, that only the OWRD possesses the unique qualifications for these services for Bureau of Reclamation lands in Oregon. OWRD owns the high-dollar, high-tech gauging stations and the equipment at the stations. They will not allow anyone other than their extensively trained personnel to access their stations or equipment. The unique source determination is based on the following: (1) Reclamation's mission includes management of water resources for irrigation and power generation; (2) Reclamation requires continuous record streamflow data for the subject river basins to support mission accomplishment; (3) OWRD has in-place stream gauging recorder stations capable of providing the required data; (4) this action continues an established cost sharing arrangement between OWRD and Reclamation to acquire critical data required for effective administration of both OWRD and Reclamation programs; (5) alternatively, the U.S. Geological Survey could provide the required services, but at a significant increase in cost. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this announcement will be considered by Reclamation. A determination by Reclamation not to compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
