G -- Islamic Spiritual Leader

The Federal Correctional Complex at FCC Petersburg, 1100 River Road, Hopewell, VA 23860 is seeking a Islamic Spiritual Leader to provide up to 15 hours each week of religious instruction and counseling in conjunction with the core curriculum topic of the Residential Life Connections Program. The contractor will also provide leadership in weekly Quranic studies and will be required to lead Jumah Prayers a minimum of two times each month. The Contractor shall not exceed working 30 hours per week. A session is defined as one (1) three (3) hours per day. A normal schedule of work will be Monday through Friday, excluding Federal Holidays, 12:30 p.m.- 3:30 p.m. Any evening and weekend hours required by the program needs will be mutually agreed to by the Contractor and Life Connections Program Chaplain. The work schedule will be changed, but will not exceed 30 hours per week. The award of this contract shall be based on the best value to the Government (price and other factors considered). The Contract shall consist of a Base Year ( Date of Award to 09-30-04) with Four (4) One Year Option Years, which the Government reserves the right weather to award or not. All supplies that the contractor may routinely need will be provided by the Contractor, however prior approval must be received from the Life Connection Chaplain before bringing anything into the Institution (the reason for this is to protect orderly running of the institution and prevent the introduction of contraband inside the institution. These supplies will normally include any materials needed to perform the services covered under this contract. The contractor will pay for own expenses to attend one planning meeting each year related to the development of the program. The site for this meeting will be determined at a later date. SCOPE OF WORK: The contractor will provide religious instruction based on expertise as it relates to the core curriculum materials. The contractor will work closely with the Life Connections Program Chaplain and other program staff to assist in the development of the program and to gauge the progress of individual participants. Consultations will be held with the Life Connections Program Chaplain as needed. Although the instruction will follow the tenants of orthodox Islam, the contractor may work with participants who follow other interpretations of Islam. The contractor will be monitored by the Life Connections Program Chaplain. The Contractor shall attend all training required by the Bureau of Prisons for contract workers. The contractor will not be permitted to attend institution meetings, staff recalls, or government training sessions for institution staff on contract time or as consideration of the contract. The contractor may attend team meetings, departmental meetings, or other meeting relating to the involvement of the services to be provided by terms of the contract. Some meetings will be required on contract time. The contractor will provide a monthly billing statement to the contract monitor that accurately reflects the days of each visit, the number of hours of sessions of each visit, and the total dollar amount due for that month services. SPECIAL QUALIFICATIONS: The selected contractor must be a member in good standing with a recognized Islamic Community and have extensive experience serving as an Imam or Spiritual Leader for an Islamic congregation. The contractor must possess an ordination certificate or like document showing the contractor is a recognized clergy or spiritual leader in good standing with the faith community. The contractor must have a minimum of three years of documented, continuous full time experience as an Imam or Spiritual Leader with the faith community. The contractor must possess at a minimum, a Bachelor of Arts degree from an accredited college or university with a major in religious studies, religious education, or a related curriculum. A Solicitation will be issued on October 28, 2003 will all bids due back by November 28, 2003.
