This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, RABQ5080005, is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition 2005-18. The North American Industry classification (NAICS) code is 611710 and the business size maximum is $6.5 Million. The proposed contract is a Total Small Business Set-Aside. All small business shall provide a breakdown of their costs to demonstrate that at least 51% of the cost of contract performance incurred for travel, supplies, training materials, etc. shall be performed and incurred by the small business (prime). All small businesses shall comply with FAR 52.229-14 Limitations on Subcontracting. All responsible small business sources may submit a proposal, which will be considered by the Government. This office is requesting quotes on the following item: 0001 Provide all travel, supplies, materials, personnel and any other expenses to provide on-site technical assistance and related services. All work shall be performed in accordance with the Scope of Work. The Quantity is Twenty-Four (24) and the Unit is Days. 0002 Provide all travel, supplies, materials, personnel and any other expenses to provide on-site service delivery with technical assistance and training. All work shall be performed in accordance with the Scope of Work. The Quantity is Twenty-Four (24) and the Unit is Days. The Government intends to award a Firm Fixed Price contract. The period of performance (POP) for this requirement is from the date of award through June 30, 2009. Award shall be made to the company that provides the Government the best to provide one or more objectives delineated under the Objectives section of the SOW. Scope of WorkBackground: BACKGROUND Tiis tsozi BiOlta (Crownpoint Community School) is a Bureau of Indian Education (BIE) operated school located in Eastern Navajo Agency, McKinley County, Crownpoint, New Mexico. The school operates a day and residential program serving approximately 475 Navajo students. There are 95 employees; of this number, 32 are teachers and 15 education technicians. The school is accredited by Navajo North Central Accreditation (NNCA) and New Mexico State Department of Public Education (NMPED). Tiis Tsozi BiOlta (Crownpoint Community School) has been identified in Corrective Action (CA-1) Year 1 for school year 2007-2008. This action is based on low standardized test scores in Reading and Math on the New Mexico Standards Based Assessment administered during school year 2006-2007 and the Bureau of Indian Education (BIE) Annual Report. According to the No Child Left Behind (NCLB), Adequate Yearly Progress (AYP) is the progress needed each year to have all children proficient and advanced by the year 2014. Prior to the determination of CA-1, the school spent two years in School Improvement status. During these years, the school employees developed and implemented a School Improvement Plan that entailed scientifically research-based programs, school-wide strategies and best practices to increase test scores and student achievement. The school failed to make AYP despite relentless implementation efforts. The school and instructional staff have a serious need for technical assistance to improve their instructional program in an effort to increase student performance and achievement to attain Adequate Yearly Progress (AYP). The school staff and school board are in support of the decision to contact an outside resource to provide technical assistance, to analyze our data, evaluate the instructional program and strategies to address the underlying factors hindering our ability to make AYP. Technical assistance will include the development of strategies to support and facilitate the improvement process in effort to re-design the schools instructional program and to strengthen accountability. Technical assistance will also include monitoring the implementation of the Corrective Action Plan, tracking and documenting improvement efforts and providing ongoing guidance and technical assistance to support the school improvement process.1.0 SCOPE Tiis Ts ozi BiOlta (Crownpoint Community School) will receive technical assistance that is comprehensive based on the results of the needs assessment that was completed in May 2008.2.0 OBJECTIVES School staff will participate in a three-day comprehensive needs assessment review and strategic planning conducted by the consultants.School staff will develop a school-wide Corrective Action Plan under the guidance of the consultants during the three-day strategic planning session.School staff will review and discuss current instructional practice and what changes are needed with specific strategies to improve/impact the instructional practice as facilitated by the consultants.School staff will meet with the consultants on a monthly basis to include consultation with school leaders and SET.School staff will maintain open communication with the consultants to ensure guidance and support is provided and ongoing support for improving instructional practice and to track progress.School staff will participate in professional development trainings provided for ELL and Special Education to improve instructional practice to increase student achievement.School staff will participate and understand data and to be able to use data to guide instruction in the classroom. School staff will gain a better understanding of accountability structures that will facilitate changes in school practice through the school improvement and corrective action processes.3.0 TASKS Associates will begin service delivery and will continue to provide technical assistance in the school corrective action process throughout school year 2008-2009.The consultants will provide technical assistance and related services to the school employees and school which has been identified in Corrective Action (CA-1) Year 1. The consultants will provide technical assistance and training to school leaders, school board members and the School Effectiveness Team (SET) on the school improvement and corrective action processes and assistance in efforts to establish accountability structures that will facilitate changes in the school practice. The consultants will facilitate staff meetings to monitor and analyze improvement efforts, examine strategies use and review of data to access the impact of improvement efforts. The consultants will monitor and track the implementation efforts of the Correction Action Plan and the 1114 Plan as well as other plans to ensure these plans are well implemented that the focus and efforts are on target. All aspects of the plan will be monitored-instructional components, budget and expenditures, professional development, parent involvement and resource allocation. Other areas to be monitored include Title Program allocations, coordination of support and instructional services such as after school tutoring, residential program, English Language Learners services and Special Education. The consultants will meet and provide guidance to the SET in the implementation of Section 1114 Plan, Corrective Action Plan and Performance Improvement Accountability Plan on a monthly basis. The consultants will schedule and provide training to the SET and teachers/education technicians on school improvement, BIE program requirements, the development of plans, reports and other required documents. The consultants will assist and guide the SET in the implementation and monitoring of the Professional Development Plan. The consultants will assist and guide the Principal, SET and School Board on compliance issues and implementation strategies to establish accountability structures. The consultants will facilitate, monitor and guide the changes in instructional practice and the implementation of New Mexico standards by conducting classroom observations, provide observation feedback and coordinate with all instructional support services to include Special Education, after school tutoring, etc. The consultants will assist and guide school leaders and instructional staff to establish an ELL program that meets the federal and state requirements. The consultants will assist the school leaders and instructional staff to design instruction that will target the language proficiency levels of the students, provide guidance to develop the ELL program to include descriptions and procedures for program implementation. The consultants will provide assistance with data collection, the analysis and reporting of student assessment data, conduct Data Retreats, schedule and conduct training for the school leaders and instructional staff on data analysis process and the use of data to guide instruction. The consultants will assist the school leaders, SET and instructional staff with technical writing support/editing in the development of plans, required reports and documents.4.0 DELIVERY What the Contractor must deliver: service delivery will include various strategies. Develop a school wide Technical Assistance Plan in coordination and collaboration with school leaders and school staff Conduct monthly on-site visits Coordinate monthly meetings with the principal and SET to monitor service delivery which will include the development and submission of a monthly summary report Coordinate with school leaders to schedule and facilitate meetings with the SET and stakeholders (Board, parents and community) to provide school improvement efforts Schedule, plan and debrief meetings with school leaders, the SET and School Board Conduct classroom observations and debrief with individual staff, principal and/or SET Develop and design forms, conduct research, write and edit narratives, procedure descriptions, improvement plans and documents necessary as the schools documentation for improvement efforts Schedule and facilitate strategic planning meetings and other work sessions Maintain ongoing communication with the Principal and school staff via cell phone, e-mail and fax Provide ongoing assistance to the Principal as needed and/or requestedThe consultants performance is built into the service delivery to ensure quality of services and ongoing monitoring and assessment. It will be a standard practice by the consultants to conduct monthly debriefing meetings with the Principal and SET and provide a monthly summary report. To monitor and track progress, a technical assistance work plan will be developed.
