U--Fee for service utilization of Boeing 737 Next Generation (NG) aircraft to serve as E-6B In-Flight Trainers

POC INFORMATION WAS MODIFIED The Naval Air Systems Command (NAVAIR) is seeking potential sources for hourly fee for service utilization of Boeing 737 NG aircraft to serve as E-6B In-Flight Trainers. The U.S. Navy has a requirement to provide annual training to 28 Category I (Initial E-6 qualification) aviators and eight Category III (E-6 re-qualification) aviators. This requirement also entails augmentation of fleet operating squadrons by providing proficiency training for E-6B qualified pilots. The annual flight requirement for this training syllabus is 2,813 flight hours and 7,532 cycles. The training program support to be provided is for two, five-hour sorties per day, five days per week, plus six weekend cross country flights (each with three Remain Over Nights), per year. Additional tasking for sorties may be required with as little as two hours notification by the Government. Navy instructor and student pilots will operate the aircraft. AFAA commercially certified pilot must be provided. Navy instructor pilots will possess Federal Aviation Administration (FAA) commercial instructor certification for the aircraft being flown, and will be considered Pilot-in-Charge. The Aircraft availability is required in the second quarter of FY-04. The aircraft will operate form Oklahoma City, Oklahoma; ramp space and maintenance facilities can be provided at Tinker Air Force Base should the operator choose to use that site. Naval Pilots will operate the aircraft throughout the continental United States. Any aircraft proposed for this effort must show compliance with the following: a current FAA Airworthiness Certificate and be able to operate in accordance with Federal Aviation Regulation Part 91. The Navy is exploring the establishment of a service agreement for five years. Responses to this sources sought are requested to provide an hourly cost estimate to accommodate this service arrangement. Subsequent to receipt of cost estimates, the Navy will host a meeting for all interested respondents. The purpose of this meeting will be to discuss all aspects of the Navy’s training requirements, tempo of operations, operation of aircraft, liability, and other issues pertinent to a service agreement. This request for information is not a contract, request for proposal, promise to contract, or a commitment of any kind. The Navy will NOT assume liability for costs incurred by any offeror for any data offered for examination; therefore, the cost of preparing information in response to this notice is not considered an allowable direct charge to the Government. The Government reserves the right to review and use data at its own discretion. Upon request, NAVAIR will protect proprietary information form unwanted disclosure.
