Notice of Intent to Award Sole Source Contract for IBFD’s Online International Tax Research Platform and Electronic Books

The Internal Revenue Service (IRS), Midstate’s Procurement Branch, intends to award a contract to STICHTING INTERNATIONAAL BELASTING DOCUMENTATIE BUREAU dba International Bureau Fiscal Documentation (IBFD), on a sole source basis in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The IRS has a requirement for the renewal of IBFD’s online international tax research platform and electronic books that will support the legal research needs of the Treaty & Transfer Pricing Operations (TTPO) - Large Business & International (LB&I) business unit of the Internal Revenue Service (IRS). This is not a request for competitive proposals. Potential sources who believe they can provide the service listed above are invited to submit a capability package in writing to [email protected] and [email protected] no later than 4:00pm CST on Monday, August 22, 2022. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. Please note: A SOLICITATION DOES NOT EXIST. The Government will not cover any costs for any information or inquiry submitted as a result of this notice. The North American Industry Classification System Code (NAICS) for this acquisition is 519130. The small business size standard is 1000 employees.
