NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS. The Bureau of Indian Affairs (BIA) on behalf of the Bureau of Indian Education (BIE) intends to enter into a sole source Firm-Fixed Price contract with Achieve 3000 under the authority of FAR 13.106-1(b), Soliciting from a single source. Achieve 3000 is an online literacy program that helps all students enhance these skills by, first, assessing each individual¿s reading abilities, and then offering exercises tailored to those abilities. The program thus meets the student wherever they are and offers the right amount of challenge to move them forward. More specifically: ¿ All students read the same course appropriate content tailored to their individual reading levels. ¿ Lessons are differentiated at up to 12 Lexile levels in with linguistic supports and customizable learning scaffolds. ¿ A built-in benchmarking assessment measures students¿ beginning reading levels, and the system automatically tailors text accordingly. ¿ As students¿ reading skills improve, the adaptive content system automatically increases the text complexity, moving learners up, level by level. ¿ Access to data and reports includes the ability to forecast student performance. ¿ Includes 327, Boost Student License and 3 Professional Learning Services In addition to its online tools, Achieve 3000 will provide Haskell with an account manager who will help us determine the reading content and scaffolding that best supports our student population and meets the instructor¿s course needs. Once the online program is up and running, the account manager will provide Haskell with ongoing customer support. The anticipated period of performance will be from September 2020 ¿ December 31, 2021. The total anticipated cost is $28,803.72. The period of performance will be for a year, delivery date December 31, 2021. No solicitation is available and no technical questions will be answered for this requirement.
