Online Building Construction Cost Estimating Data and Tools

This is a notice that, in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Department of Housing & Urban Development (HUD) intends to award a purchase order on a sole source bases to RS Means, LLC, to purchase the real property data services that contains over 85,000-line items with regionally localized cost and pricing data in a central database. This allows engineers to spend less than their current 22,000 hours researching and validating the costs every year for 970 locations in the United States. The system must meet all the following criteria: Perform the research and analytical calculations for current and future years. Allow access to every dataset from commercial new construction and renovation to residential. Take advantage of multiple wage rates and data history dating back 10 years to cover every possible cost scenario. Include Renovation Models, specialized square foot models for renovation projects in 44 popular building types that can be localized across the United States. Provide predictive Cost Data - available at the unit price, assembly, and square foot model level, costs up to three years into the future within a three percent degree of accuracy. Provide Life Cycle Costing - Create cost detail spreadsheets, summary tables and time cycle charts with our customizable reporting capabilities; and Pinpoint complete maintenance, repair, and replacement costs for virtually any type of facilities and equipment. HUD has determined that RS Means, LLC is the only vendor capable of providing the required services. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A solicitation will not be issued. This is a notice of intent to award a sole source purchase order under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Information submitted shall be sufficient to determine capability in providing the data services required by HUD. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
