Notice of Intent to Award a Sole-Source Contract - Annual dKart Inspector and Publisher Maintenance Service Subscription

Announcement Number: 1305M220Q01042 Project Title: Annual dKart Inspector and Publisher Maintenance Service Subscription The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Navico Norway AS., using the procedures in FAR Part 13, to provide a renewal of the annual dKart Inspector and Publisher Maintenance Service Subscription. The National Oceanic and Atmospheric Administration (NOAA), Eastern Operations and Office of Coast Survey, Marine Chart Division currently uses the dKart subscriptions to perform Quality Control checks on the Electronic Navigational Chart (ENC) prior to posting for public release. The subscription services, renewed annually, are used specifically with the dKart software. As such, the source cannot be substituted. Navico Norway AS. is the sole provider of the software and subscriptions. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 334614, Software and Other Prerecorded Compact Disc, Tape, and Record Reproducing with a business size standard of 1,250 employees. This is not a solicitation for competitive quotes, nor will one be posted on the Contract Opportunities website. The determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
