[USAGM] SOLE SOURCE NOTICE OF INTENT for FM Broadcasting Services in Kigali, Rwanda

THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY . Under the authority of 41 U.S.C. 3304(a) and FAR 6.302-1, the United States Agency for Global Media (USAGM) intends to solicit, and negotiate the following procurement with only one (1) source, Rwanda Broadcasting Agency (RBA). USAGM intends to award a firm-fixed price contract to RBA for broadcasting services; including hosting, operations, and maintenance support of Voice of America’s (VOA) 24/7 FM broadcast station in Kigali, Rwanda. The period of performance for the resulting contract will be a base period of one (1) year plus four (4) option years with the same scope of services; starting 09-July-2020 to 08-July-2021. The total estimated cost of this procurement is between $250,000 and $500,000. The applicable NAICS Code for this procurement is 515111, with a small business size standard of $35 Million. Rwanda Broadcasting Agency (RBA) is identified as the sole source for the following reasons: The subject requirement has been fulfilled by RBA since 2011, under another contract. The Contractor has continued to provide reliable and quality service. RBA has the best broadcasting location in Kigali, overlooking the city. No other broadcaster has a comparable location. The USAGM has conducted market research where results indicate that the requirement is only available from RBA. Other local broadcasters do not possess the technical expertise nor the location that will provide the radio coverage needed to maintain VOA’s quality broadcast. The Government intends to solicit, and negotiate with only one (1) source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement. USAGM will consider all responses received within ten (10) days of the posting of this notice. This notice is NOT a request for competitive proposals. A determination by USAGM not to compete this proposed contract based upon response to this notice is solely within the discretion of the USAGM. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
