The Office of Personnel Management (OPM) Office of the Inspector General (OIG) intends to issue a non-competitive award that will result in the issuance of a fixed-price contract to Wolters Kluwer Financial Services, Inc. (WKFS). Pursuant to FAR 13.106-1(b)(1)(i), for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. Please see the attached draft document titled “Statement of Work – Audit Software Program” for details on the nature of the product being acquired. The North American Industry Classification System (NAICS) Code for this requirement is 511210 – Software Publishers. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All parties interested in this procurement must submit a capability statement within 9 calendar days by May 25, 2022 at 10:00AM EDT from the date of this notice . [email protected]). Submissions after that date will not be considered. No solicitation will be issued, therefore, any requests for the solicitation will be considered non-responsive. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is at the sole discretion of the Government. System for Award Management (SAM) is required prior to execution of award.
