CreditSights Online Research Subscription

The Office of the Comptroller of the Currency (OCC), hereby gives notice of their intent to award a contract to Creditsights, Inc., 470 Park Ave & East Street, New York, NY, 10001, on a sole source basis utilizing FAR 13.5, Simplified Acquisition Procedures, in accordance with 41 USC 253(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. OCC uses the Privileged Membership for unlimited access to utilize a proprietary quantitative credit-scoring model, which is a useful way to confirm or refute credit ratings sold by rating agencies to issuers. CreditSights is an independent provider of financial market research because it does not sell official Bond Ratings to bond issuers and is not on the buy or sell side of debt or equity transactions. This is not a request for competitive quotes; however, all quotes received in writing within the closing of this special notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
