SPECIAL NOTICE TO SOLE SOURCE: Agency: Internal Revenue Service (IRS) POC: Angela C. Ortiz | email: [email protected] For: Subscription Services for Global Access to Trade Data Monitor, for the Office of Intelligence & Analysis (OIA) The Office of Business Solutions Acquisition (OBSA); Treasury Operations Branch, intends to negotiate a sole-source acquisition with Trade Data Monitor, LLC for subscription services to Trade Data Monitor with the approximate start date of August 15, 2021. The Office of Intelligence and Analysis (OIA) requires an enterprise-wide license to a commercial global trade database subscription service. Acquiring this type of subscription service is crucial for OIA researchers, who report this data to Treasury senior policymakers. To meet OIA’s specific requirements, Trade Data Monitor provides official import and export merchandise trade for over one-hundred countries and maintain an extensive database in real-time. This compilation of the data includes a graphical user interface that is both effective in its presentation and efficient in its use. This tool possesses information regarding tariffs and tariff schedules, allowing the user to check the percentage of additional tariffs imposed on certain supplies by various countries, especially since the start of the 2018 trade war. Trade Data Monitor provides OIA with specifically requested regions to be included in their global access subscription which include: • Asia and Middle East o Including China, Iran, Iraq, Kazakhstan, Russia, Saudi Arabia, Myanmar, etc. • Europe o Including Slovakia, Malta, etc. • Africa Including Zambia, Nambia, Madagascar, etc. A 12-month base period and four (4), 12-month option periods are contemplated for this acquisition. No solicitation package will be issued. This special notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 2:00 PM, EST on June 17, 2021. Responses shall be submitted to Angela C. Ortiz at [email protected]. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No and CAGE Code; 3. Point of Contact, and secondary contact, information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the products mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
