Justification for the purchase of Sierra Instruments brand only for flow control for quantitative air sampling of unknown vapor concentrations using MINICAMS, items will also support the MINICAMS which was purchased recently under contract number W911S6-19-P-00004. This product brand has an established precision, accuracy, and reliability over the history of its use at DPG. Also, DPG’s local TMDE calibration facility has in-house capability to provide ISO 17025 calibration support for this a device. This ensures that these devices will be ready to support DPG’s Test mission at all times. This brand mass flow controller is used in conjunction with over 300 compatible MINICAMS and 42 GASMETS in use at DPG in test fixtures, chambers, and field locations to measure unknown vapor concentrations, to characterize barrier material permeation, measure break though time, and component survivability post decontamination. Since this item is part of DPG’s presently owned safety air monitoring system, and has been proven interface to that infrastructure system over many years, no other item, or brand, of flow controller would be acceptable. The ISO Accreditation and all SOP (statement of procedures) are written with specific mass flow controllers (MFC's) incorporated into the system, any deviation of MFC type, manufacturer or model would require a rewrite, revalidation and certification of that MFC and overall system. The cost and delay of creating a system of many different MFC's is not feasible in any sense of time or cost
