This fixed-price contract was awarded to the original equipment manufacturer. The contract action was not awarded competitively because the requirement is for services that are of an unusual and compelling urgency that would seriously injure the Government if not completed on time. The Justification for Urgent Acquisition was approved and signed by the Contracting Officer in accordance with FAR 6.302-2.
