Description
The Small Business Administration (SBA) has a requirement for professional support of the SBA 7(a) Loan Guaranty Program. Specifically, a contractor will serve as the Fiscal Transfer Agent (FTA), acting in a trustee, fiduciary, and custodial capacity for the secondary market for the SBA 7(a) Guaranteed Loan Program, along with related functions. The FTA will perform the tasks outlined in the Performance-Based Statement of Work (SOW). The FTA serves as the primary hub for the review and processing of SBA pool applications from approved SBA pool assemblers. The FTA, on behalf of the SBA, issues certificates representing interests in pools of SBA Guaranteed Interests. The FTA provides general administration of the Pools, which includes the processing of payments to Pool investors. This contract will provide all services related to the provision of SBA FTA functions for the secondary market program of the SBA 7(a) Guaranteed Loan Program. The contract will include services associated with the receipt, verification, collection, and transmission of loan data and program fee payments tied to 7(a) Loan Program. The resulting contract will be a no-cost contract to the Government. For this contractual need, the Contractor is compensated by firm-fixed fees generated from the secondary market and loan activities, and with interest earned on funds held prior to transmission. The Contractor is not compensated with appropriated dollars. The estimated value generated to the Contractor per year for this effort is $40.0 million to $45.0 million, but will vary depending on overall loan and secondary market activity. It is anticipated that one contract with fully-loaded, firm-fixed fees (a percentage of the loans serviced in secondary market activity) will be awarded. The contract will use a non-commercial services format and clauses. It is estimated that performance will commence about May 1, 2019, and that the contract will be for a base year and six option years. The NAICS code for this solicitation is 523991, Trust, Fiduciary and Custody Activities. The Small Business Size Standard for this NAICS is $38.5 million. The Product Service Code is R499. This Solicitation/Request for Proposals (RFPs) is being competed full and open. There are no set-aside provisions for this RFP. Interested contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov for NAICS code 523991 in order to be eligible for award. Interested contractors must also complete the annual representations and certifications electronically on the SAM website. The Solicitation will be a Request for Proposals (RFPs) and will be issued on or about December 21, 2018, with written, paper responses due from contractors no later than 3:00 p.m., Mountain Time, January 22, 2019.
