Although the Government ordinarily prefers fixed‐price contracts, this preference applies only to the extent that goals, objectives, specifications, and cost estimates are sufficient to permit such a preference. A fixed-price type contract is not suitable for this acquisition because we are not able to precisely describe specifications and cannot estimate costs with accuracy. Uncertainties inherent in contract performance will not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. Therefore, a cost reimbursement type contract is appropriate for this acquisition.
