Operation and Maintenance (O&M) of the Arkansas Lakes Flood Control Projects at DeGray Lake, Lake Ouachita and Lake Greeson

The U.S. Army Corps of Engineers, Vicksburg District (MVK) has awarded a single performance-based five-year contract, Cost-Plus Fixed Fee (CPFF) with some Firm-Fixed Price (FFP) line items. This was a competitive small business set aside procurement. A single award hybrid contract with firm fixed-price (FFP) and cost-plus-fixed-fee (CPFF) CLINs will allow for lower risk on the Government wherever possible. Firm fixed-price CLINs provide maximum incentive for the contractor to control cost and perform effectively and imposes a minimum administrative burden on all parties. The CPFF CLINs will allow for an immediate direct response to unforeseen requirements such as flood control emergencies, droughts, tornados, fires, and emergency repairs that affect electrical and water utility systems, sewage treatment and disposal, and frequently changing field conditions that affect ongoing operation, maintenance, and construction work. Controls and oversight procedures are in place to ensure that prior approval is granted by the Government prior to any expenditure to reduce risk.
