Recent usage of IFB with Definitive Responsibility Criteria (DRC) has not resulted in the desired outcome due to the SBA’s nonoccurrence with USACE evaluation of the responsibility criteria. Not only has IFB with DRC led to delay in more than one award, but the nullification of USACE DRC by the SBA resulted in award to contractors with substandard performance. Time constraints do not permit acquisition using a Best Value approach at this juncture. The most viable path forward was to find a suitable 8(a) contractor with a trusted reputation and history of success. Intec Group LLC’s successful performance with W912P518C0002 meets that criterion. This contract had elements of MV cable work, as performed by their subcontractor Beltline Electric. Beltline has the most recent success at a purely MV cable project as prime contractor in W912P518C0001 while they were still a small business, and Beltline continues to successfully work with Intec as a subcontractor in other construction projects.
