49--This is a procurement action for 500 tons of RockSalt for clearing roadways, parking lots andsidewalks of snow and ice.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number to be used is VA-250-07-RQ-0145 and is being issued as a Request for a Quote (RFQ). The solicitation document and the incorporated provisions and clauses herein are those in effect through Federal Acquisition Circular 2005-19. The item being sought by this solicitation is: 1. Rock Salt for snow and ice control used on roadways, parking lots, and sidewalks. Quantity: 500 Tons. Potential vendors will be required to provide their own salt piler to distribute the requested material at the delivery site. Please provide a quote for the requested item. Include in your quote the following information: Delivery Charge, all applicable fees and line items, GSA Contract # (if applicable), DUNS #, Tax ID number and fax number. Preference will be given to SDVOSB and VOSB. Delivery will take place on or before the 10th day after the confirmation of the award, and the address will be the salt bin at the VA Medical Center at 4100 West Third Street, Dayton, OH, 45428. The provisions at FAR 52.212-1, Instructions to Offerors - Commercial, FAR 52.212-4, Contract Terms and Conditions - Commercial Items, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, apply to this acquisition. Evaluation shall be based on price and price alone. A 10% adjustment will be granted to a firm that is a registered Service Disabled Veteran Owned Small Business (SDVOSB), meaning that if a registered SDVOSB firm submits an offer that is not more than 10% of the lowest bid, they shall receive a preference over the low bid that is not an SDVOSB.
