Description
General - This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N829403A019 and is issued as a Request for Proposals. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-13. This solicitation falls under NAICS Code 421320 and is subject to full and open competition. The Government is seeking proposals for the furnishing and delivery of 3500 tons of 3/4" minus crushed rock, untreated base to Kalaupapa National Historical Park, Island of Molokai. Material must pass the following: 1": 100%; No. 4: 50-78%; No.8: 37-67%; No.40: 13-35%; No. 200: 4-15% and have a Plasticity Index of 4-12. Gravel shall be delivered to a stockpile site one mile from the dock location at Kalaupapa National Historic Park, no later than September 28, 2003. Price shall include all labor, material, equipment and supervision necessary to barge, load, off-load from barge at stationary pier, and haul to the stockpile site. Equipment may include but not be limited to conveyors, loaders, dump trucks, etc. Barge contractor shall meet all Federal, State and local transportation, handling and associated safety regulations and be fully insured. Contractor shall provide a unit price per ton for gravel delivered as described above. This may be on company letterhead stationary and should reference the solicitation number. The Government will evaluate the proposals based on past performance and price, each being equal in importance. Offerors shall also provide with their proposal, a minimum of three references to document past performance of gravel delivery under similar or unusual conditions. Include name of company, contact name and phone #, description and dollar value of project. The due date and time for receipt of proposals is July 30, 2003 at 4:00 p.m.
