The U.S. Fish and Wildlife Service intend to negotiate a noncompetitive contract with D H Rackley and Associates. This procurement is to resolve and expedite environmental reviews and consultations under Endangered Species Act (ESA) section 7, Coastal Barrier Resources Act (CBRA), Fishery Conservation and Management Act and Fish and Wildlife Coordination Act (FWCA) with FEMA related to the 2004 and 2005 and future Florida Hurricane seasons. Individual is needed to continue with existing and ongoing ESA and CHRA consultations, review of state required emergency beach berm post construction reports and continue verification of compliance with Terms and Conditions placed on on-going projects. A determination not to compete this proposed contract has been made Pursuant to 41 U.S. C. 253(c)(1), as implemented by 6.302-1, this requirement has been justified and approved in accordance with FAR 6.303 and FAR 6.304. This notice of intent is not a request for competitive proposals.
