Z--Notice of Intent to Issue a Single Source Award to Dan Trampe d/b/a/ Carson Pump

There is no solicitation. The U.S. Fish and Wildlife Service, Contracting and General Services Division in Portland, OR have a requirement to rehabilitate an existing production well (#4); to test pump the well after rehab; and to provide and install a new submersible well pump and motor. This work shall proceed in three distinct stages for the Lahontan National Fish Hatchery (NFH), Gardnerville, NV. Carson Pump is a small business concern and the closest vendor that has the equipment needed to pull the 400' of casing. This firm also has a long history with well installation, service, and repair, i.e. won previous bids to rehabilitate two Lahontan NFH production wells during 2004 and 2005. Due to the unusual and compelling circumstances, time is truly of the essence with this current requirement which will result in an additional well failure and loss of fish. It has taken 10 years to create the captive broodstock. The broodstock is irreplaceable due to recent fires that drastically reduced the wild population in Utah from which the broodstock was developed. The Service intends to award Sole Source to Dan Trampe d/b/a/ Carson Pump. This synopsis is a notice of intent to issue award using other than full and open competition and is not a request for competitive proposals. The determination of the Government not to open subject requirement was made in accordance with FAR 6.302-2.
