R--Write a Phase 1 Water Resources Management Plan for Death Valley National Park.

The National Park Service, Death Valley National Park, intends to negotiate on a sole source basis and award a contract for developing Phase 1 of a Water Resources Management Plan for the park to Bedinger & Associates Inc., 297 Blue Mountain Rd., Port Angeles, WA 98362-8252. The proposed action will include labor, supervision, transportation, other equipment and incidentals necessary to write the Water Resources Management Plan for which the Government intends to solicit, and negotiate with only one source pursuant to the authority of 41 U.S.C. 253(3)(1). The Government believes that Bedinger & Associates Inc. is the only one responsible source that can provide the supplies/services that will satisfy the agency requirement based on extensive market survey and interviews. Any firm that believes it can furnish the supplies/services described above are encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. All responses received within ten (10) days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
