Z--Notice of Intent to award single source award to J.C. Constructors Sawtooth pipeline repair project

2. NATURE/DESCRIPTION OF ACTION(s) (FAR 6.303-2(a)2)). The U.S. Fish and Wildlife Service, Lower Snake River Compensation Plan, Sawtooth Fish Hatchery, HC64, Box 9905, Stanley, Idaho 83278, phone (208) 774-3684, requires an emergency repair of a 36-inch reinforced concrete fish production water supply line. The line was potholed to assess a discovered leak in the overlying asphalt pavement. The crown of the pipeline was discovered to be severely crack to the point where the line is now unusable. At least a 30 linear foot section of the exiting pipeline needs to be replaced. 5. DEMONSTRATION OF CONTRACTOR'S UNIQUE QUALIFICATIONS (FAR 6.303-2(a) (5)). This requirement is for sole source procurement with JC Constructors, Inc. JC Constructors is an emerging small business general construction firm and has been an excellent past performer for the U.S. Fish and Wildlife Service. They have demonstrated competency in the required commercial civil construction practices, for working at sites with restricted access, and dewatering practices needed for this work. A rapid response is required to repair this water supply line as it's the only direct single pass water supply used for the adult broodstock which are being held on the hatchery. Presently the brookstock is being supplied with a serial use water supply which has the potential to impact fish health. JC Constructors past performance demonstrates their ability to response and resolve construction issues quickly in a fair and equitable manner.
