B--Notice of Intent to Award - Sierra Nevada Bighorn Sheek Risk Assessment Modeling to Maya Leonard-Cahn

NOTICE OF INTENT - This requirement is for sole source procurement with Maya Leonard-Cahn. The Sierra Nevada Bighorn Sheep Risk Assessment Modeling project will be conducted by Maya Leonard-Cahn in conjunction with the California Department of Fish and Game. This study requires specific knowledge of Sierra Nevada bighorn sheep biology and specific knowledge of domestic sheep grazing issues and practices in the Eastern Sierra Nevada. There are other vendors capable of producing models on bighorn sheep; however, they do not have a history with this species, the Sierra Nevada bighorn sheep, the experience of working with this species in its limited habitat, field experience with domestic sheep management, and experience, data, and analysis in developing models that will serve as the foundation for the model that is described in the Scope of Work. The model and analysis that is described in the Scope of Work will be an extension and expansion of work that Maya Leonard-Cahn has completed. Interested parties must submit technical capabilities, pricing and other information that demonstrates their ability to meet the Governments needs. This synopsis is not to be considered a request for quotations or proposals. The determination of the Government not to open subject requirement to full and open competition was made IAW FAR 6.302-1. No offers received in response to this notice but offers will be used to determine if a comparable source is available. This procurement is set aside for small business concerns.
