There is no solicitation. The United States Fish and Wildlife Service, Contracting and General Services Division in Portland, OR has plans to award using other than full and open competition to the Oregon Department of Fish and Wildlife (ODFW) of Salem Oregon. The Fish and Wildlife Services desires to enter into an indefinite-delivery, indefinite quantity (IDIQ) contract for a base and four option years with the ODFW for processing returned coded-wire fish tags by commercial fisherman. The ODFW is the only know source that can meet agency requirements regarding recovery of agency coded-wire tags in Oregon State waters. This request for an IDIQ contract is required to continue receiving regular recoveries of agency coded-wire tags and associated recovery data. This data is then provided to the regional Mark Processing Center of the Pacific States Marine Fisheries Commission who serves as the central data repository for all Pacific States Marine Fisheries. The cost for processing each tag is $13.00. The Service intends to award sole source to the Oregon Department of Fish and Wildlife. This synopsis is a notice of intent to issue award using other than full and open competition and is not a request for competitive proposals. The determination of the Government not to open subject requirement to full and open competition was made IAW FAR 6.302-1.
