Alaska Native Traditional Knowledge & Western Science Camp.

The U.S. Fish and Wildlife Service, Region 7 (Alaska) intends to award a sole source procurement to Arctic Village Council, Arctic Village, AK. In accordance with FAR 6.303-1 and FAC 2005-30, this special notice announcement provides the Justification and Approval Documents for Noncompetitve Contracts. The U.S. Fish and Wildlife Service, Region 7, requires This Alaska Native Traditional Knowledge & Western Science camp takes place on tribal lands August 17-19, 2009. In accordance with FAR 6.302-1, only one responsible source will satisfy the agency's requirements. Arctic Village is a rural village and located in the Brook Range Mountains with no road access and air travel. This camp thus requires tribal approval, support, participation and unique story telling, identification and documentation of traditional sites, such as, subsistence land use, fish preparation and gears, animal traps, edible and medicine plants. Only local Neets'aii Gwich'in tribal elders can share their skills and knowledge and make this camp successful. The Arctic Village Council is the only vendor that can provide these unique cultural knowledge and on-site support nor would they permit another vendor to provide those services on tribal lands. There is no other vendor that can share Dachanlee stories, traditional sites, culture and heritage except the Neets'aii Gwich'in tribe who live south of Brook Range Mountains. The Arctic Village Council is the only organization with knowledge needed for this science camp. The Council has agreed to provide cultural and logistical support needed including teaching materials, vehicle rental, gas, camp cook, camp helpers, use of camp, elders, and local participants' stipend. Only local Neets'aii Gwich'in tribal elders can share their skills and knowledge and make this camp successful. The Arctic Village Council is the only vendor that can provide these unique cultural knowledge and on-site support nor would they permit another vendor to provide those services on tribal lands. There is no other vendor that can share Dachanlee stories, traditional sites, culture and heritage except the Neets'aii Gwich'in tribe who live south of Brook Range Mountains. Soliciting other potential sources is not practical because the Arctic Village Council would not permit another vendor to provide these services on tribal lands. Furthermore, this remote science camp is located hundreds of miles from any source that could provide similar services.
