General Management Plan and Environmental Impact Statement for Fire Island National Seashore

THE NATIONAL PARK SERVICE (NPS) Northeast Region intends to enter into negotiations with Belt Collins Boulder of Boulder, CO to provide a General Management Plan (GMP) and Environmental Impact Statement (EIS) for Fire Island National Seashore, Patchogue, NY. Belt Collins Boulder will provide maps, drawings and other graphics that illustrate existing conditions, analysis of existing conditions, and management alternatives for Fire Island NS and its William Floyd Estate unit.NPS intends to procure park planning and landscape architectural services for a GMP/EIS via a firm fixed price contract. As Belt Collins Boulder has served as the primary landscape architects on all previous phases of the General Management Planning Process to date, and has develop an in-depth knowledge of Fire Island's natural and cultural resources and the complex set of planning issues, the NPS does not possess sufficient data to conduct the analysis necessary to meet the GMP requirements. Accordingly it is the Government's intention to solicit and conduct negotiations to fulfill this requirement, on a sole source basis with Belt Collins Boulder, under the authority of 10 USC 2304(c)(1), FAR 6.302-1. This notice of intent is not a request for competitive proposals; however, any and all responses must be received within 15 days of this synopsis notice. A determination by the Government not to open this requirement to competition based on the responses received to this synopsis is solely within the discretion of the Government.
