Notice of Intent to Sole Source to Neptune and Company Incorporated for code writing using the ALFRESCO modeling program

This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The government intends to solicit a proposal and enter into a contract with NEPTUNE AND COMPANY, INCORPORATED, 1505 15TH STREET STE B, LOS ALAMOS, NM 87544-3000 to provide programming language, "R" program code and output for Yukon Charlie/Gates of the Arctic National Park & Preserve, Fairbanks, AK 99709. Please see the below Justification for other than Full and Open Competition for further details. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received prior to the close date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirement. A solicitation is not available. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (or SOLE SOURCE) Background: The products that are being requested are highly specialized. Neptune is the only company that specializes in this type of modeling using ALFRESCO software. A system is in place for researchers to analyze fire patterns and compatibility is critical for the integrity of the data. 1. FAR Statutory Authority cited: 6.302, Circumstances Permitting Other Than Full and Open Competition. Input and output must be perfectly matched to unique software and its specifications. ALFRESCO modeling program was specifically designed interior Alaska applications rather than other software applications that have been developed for the very different ecosystems of the Lower 48 states. 2. Nature and description of the supplies or services required to meet the agency's needs.There are exact specifications that must be met to satisfy requirements of the modeling effort. Neptune, Inc will provide the programming language, "R" program code and output, and modifications made to adapt software to the tundra ecosystems unique to northwest Alaska. A report will document the work that the company has provided. 3. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights etc.). Neptune is the only company that works with this software and has intimate knowledge of its workings to produce acceptable products in an efficient manner. Other fire modeling software is based on ecosystems present in the Lower 48. This work will provide a foundation that will build upon it using ALFRESCO. 4. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: The unique software used to model fire on the landscape of Alaska is not used by other vendors. Future NPS work, based on the modeling developed here, will be undertaken using ALFRESCO. 5. Any other facts supporting the use of other than full and open competition: No 6.
