Identifications a. Agency: National Park Serviceb. Contracting Office: Yellowstone National Park 2. Description of the action being approved: This action is for the upgrade and replacement of the Canyon Wastewater Treatment Plant's Programmable Logic Controller and corresponding software applications. The Canyon Wastewater Treatment plant (WWTP) first came online in the late nineties. A Siemens Programmable Logic Controller (PLC) TI545 was installed originally and is now obsolete. The primary control of the PLC was the plant's automatic backwash cycle. We now operate in a manual backwash mode. The manual backwash operation takes manpower and time. During the peak operating season from May until November the plant runs 24 hours a day. The intent of this project is to update the PLC with a DirectLogic PLC model 205, using the Phoenix Contact's WINPLC with Think & Do runtime software application for programming and Canary Systems MultiLogger for data acquisition. Yellowstone National Park has already installed automation controls and SCADA systems using these brands and needs to keep a "continuity of operations" as we move forward with future updates park wide. The documents included with the solicitation call for specific brand name products that are peculiar to one manufacturer. This written justification provides approval for limiting competition to the listed brand name products as authorized by the Federal Acquisition Regulations (FAR). 3. Description of Supplies and Services: DirectLogic Programmable Logic Controller Phoenix Contact's Think&Do 8.0 Software 4. Authority:41 U.S.C. 253(c)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. FAR Part 11.105: The Brand Name products are essential to the Government's requirements, and market research indicates other companies' similar products do not meet and cannot be modified to meet the agency's needs. FAR 13.106(b): For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization). 5. The description of the product's unique qualifications or the unique nature of the acquisition: This programmable logic controller and corresponding software applications will replace the obsolete and malfunctioning controller already in place in the Canyon Wastewater Treatment Plant. In order to maintain a continuity of operations within Yellowstone's Water and Wastewater Plant's corresponding controls are essential. The amount of manpower and cost to maintain systems with different software programs and controller's would not be effective to the parks mission. Efforts to obtain competition: Efforts to ensure offers are solicited from as many potential sources as is practicable: This acquisition will be advertised and available on FedBizOpps (The Official Government Point of Entry) for any contractors that supply this particular Name Brand equipment to provide offers. 6.
