The A/E has been involved in this project as a subcontractor from the initial scoping through preparation of construction documents under the auspices of a previous contract with DHM which expired on November 16, 2008. To actively seek and procure the services of any other A&E firm to perform these services would be a detriment to the park, the National Park Service, and the U.S. Department of Interior. A firm other than Andrews & Anderson (A&A) would have a difficult time getting up to speed on the previous work on this project.
