NUMBER: F11PS00437POSTED DATE: 2/26/2011SUBJECT: Refurbish 8 Government Owned Telonics, Inc GPS Tracking CollarsThis announcement constitutes the only notice. This is not a request for quotes.Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to:TELONICS INC932 E IMPALA AVEMESA AZ 85204-6699FOR : Refurbishment of 8 Government Owned Telonics, Inc GPS Tracking Collars model # TGW3500 store-on-board style with the following specifications:" ARGOS (Satellite) capability" Programmability to transmit only to specific satellites at specific times" VHF Beacon, with medium to high power setting or programmability, must be easily" detectable even with obstacles (no line of sight) and at greater distances" User programmable mortality sensor with 5 hour delay" Programmable to at least 8 fixes/day" Programmable for multiple seasons or periods and duty cycles" Storage capability of at least 100K fixes in nonvolatile flash memory in association with" other sensor data" Weight of entire unit < 1.2 kg (to decrease stress for animal)" Cold temperature tested, operating temperature = -40 C to + 70 C" Antenna needs to exit at top of collar (dorsal surface of the neck)" 2+ year battery life for ARGOS with 90 minute fix interval/Argos uplink of 7 hrs, every 2" days" Battery life for VHF beacon must exceed ARGOS battery life by 30 days" Rapid (2 month) turn around from purchase placement to receipt of product" Adjustment range of collar: 47-65 cm" Low battery sensor/warning acceptable" Warranty of a minimum of 1 year" Frequencies to be determined upon vendor confirmation, according to USFWS protocol.ON: 3/7/2011NAICS: 334220 Radio and Television Broadcasting and Wireless Communications Equipment ManufacturingAUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval13.106(b) Soliciting from a single sourceDeterminations not to compete this proposed procurement were made because: As Telonics, Inc. has proprietary rights to these collars, the upgrade cannot be performed by another company. Unlike ARGOS capable collars that provide a constant stream of data for evaluation, these recycled store-on-board collars must be retrieved to obtain the data. Retrieval of data from store-on-board collars for use on this project would necessitate re-capturing collared animals every six (6) months (4 capture events) over the two (2) year project. This increase in animal capture would add significant capture costs for aircraft, immobilization drugs, personnel time, and increase stress to captured animals as well as increase risk to personnel. Change to another brand of collar would jeopardize the integrity of the study and would require purchase of new software and satellite services.
