Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order: TO: ALASKA DEPARTMENT OF FISH AND GAME (ADF&G)DUNS: 8093874751255 W 8TH STJUNEAU, AK 99801-1856 FOR : Conduct aerial surveys to monitor the movements and distribution of the Fortymile, Nelchina and Mentasta caribou herds. The monitoring is to be carried out in relation to season openings and hunting activities. This information will be used to evaluate the appropriate regulatory recommendations as needed. Revised harvest regulations go into effect for the fall 2011 hunting season, underscoring the importance of in-season monitoring. The funding will help to defray aircraft expenses for regular radio-tracking flights during period of greatest hunter concentration, to operate check stations, and to monitor access restrictions when and where appropriate. The product (supply) will be a report which identifies Fortymile, Nelchina and Mentasta caribou population status and trends, herd movements, hunter effort and hunter concentration areas, harvest data, enforcement problems and recommendations for regulatory changes. The proposed contractor's qualifications are unique, in that they also have management responsibilities for the subject wildlife populations (when these caribou occupy non-Federal lands). As partners (with USFWS) in the existing dual management system we have in Alaska, they are therefore exclusively qualified and experienced to carry out these activities.
