Description
The National Park Service Denver Service Center intends to negotiate a sole source procurement action with Haley Sharpe Design Ltd. for Title III Services, Exhibit/ Audio Visual facility Fabrication and Installation, Fort McHenry Exhibit Rehabilitation (Existing Exhibits within the Fort), Fort McHenry National Monument and Historic Shrine, Baltimore, Maryland. The services include: A. Shop Drawing and Submittal Review: Review and red line shop drawings as received from the fabricator to ensure that the design intent is fully understood by the fabricator, strictly adhered to, and that the fabrication drawings match the design intent of the Fabrication Documents. If any conflicts in fabrication, materials, sizes, installation restraints, or product availability arise, they will be resolved during this phase. The HSD Exhibit Fabrication Manager will also supervise and coordinate all sample and prototype reviews. Additionally HSD Exhibit Fabrication Manager assist the park staff in developing, reviewing and finalizing all text for exhibit panels; prepare camera ready images for the planned interpretive waysides; and inspect fabrication and install of all exhibit components. B. Project Meetings, Requests for Information, Change Orders, Close-out documents, Requests for Completion, and Payment Certificates: " Participate in weekly or as scheduled telephone conference calls with the COR, Exhibit Fabricator, and other parties as necessary. The purpose of these calls is to update the COR and other project team members on the work progress, address outstanding project issues, and coordinate upcoming work activities." Track and process requests for information (RFIs)." Review and analyze any Exhibit Fabricator requests for change orders, and advise and assist COR with preparation of RFP by reviewing wording, advising on schedule, and answering technical questions. " Review the Exhibit Fabricator monthly progress payments, and advise COR of appropriateness." Review requests for substantial and final completions, and review closeout documents for conformance to Construction Documents. C. Audio Visual and Interactive Media Review/Coordination: Storyboarding, production, and installation of all media components will be provided by the A/V and Interactive Producers under separate A/V and Interactive production contracts. Oversee and recommend approval of AV and Interactive Producers' work, along with the Park, to ensure coordination with exhibit design components and adherence to interpretive messages." Review the AV and Interactive Producers monthly progress payments, and advise COR of appropriateness." Review requests for substantial and final completions, and review closeout documents for conformance to Construction Documents. D. Inspections/Installation: Review work in progress at the Fabricator's shop, during the fabrication process. Also visit the site during exhibit fabrication and AV/interactive program installation. At the conclusion of exhibit installation, prepare a final punch list, and coordinate minor fabrication/quality control issues with the exhibit fabricator to ensure compliance with design and quality intent. The proposed contract action covers services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals; however this notice of intent is not a request for competitive proposals. Inquiries and proposals received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Any information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
