Sole Source Justification - Walters Axle Parts for Yellowstone National Park, Wyoming

Nature and/or description of the item/service being procured and its intended use (include the anticipated cost): YNP needs to purchase exact replacement parts for the axles on a Walters Snow Fighter Snow Plow. Due to the Walters axle parts obsolescence, the original axles and drive train were replaced by Weller Manufacturing. To insure the parts are direct replacements in fit, torque requirements, structural material and engineering, we are sole sourcing these components. The replacement parts are direct replacement components provided in the original replacement of the axles currently used on the Walters Snow Plow. The Walters Snow Plow is a critical piece of equipment used during the spring opening operations. The snow must be removed from the road ways in a safe and timely manner so that the visitors to YNP can enjoy the Park per published opening dates set by Park Management and its Partners. The anticipated cost of these parts is$ 5904.69. 2. Sole Source Justification rationale (Check one and explain below): X only one responsible source. Urgent and compelling circumstances exist. Other Weller Heavy Duty Drive Train Components is the original installer of these components to insure proper fit and torque requirements we are requesting the parts be purchased from the original equipment installer. Yellowstone National Park will pick up the axle components on the return trip from picking up the refurbished Walters Snow Plow, which will reduce the shipping expenditure of axle shafts, drive yokes, seals and gaskets. The total shipping amount saved is more than $2000.00 dollars. 3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest: Due to the critical nature of these axle components Yellowstone National Park is requesting original equipment parts. To insure the components are direct replacement parts we are requesting these components are provided from Weller Truck. 4. If this is a determination for sole source, the Contracting Officer certifies: a. Only one source is available, or urgent and compelling circumstances exist. b.
