The Bureau of Reclamation, Columbia Cascades Area Office in Yakima, Washington intends to negotiate on a sole source basis with the Rogue Basin Coordinating Council in Eagle Point, Oregon to collect signed land access agreements with interested parties which will allow Reclamation and Reclamation representatives (e.g., surveyors, engineers, contractors) to conduct work on private land or use private land as access points to others' land. In addition, Reclamation will use the LBCWC to facilitate further coordination and outreach with watershed residents. Reclamation requires assistance with landowner coordination, landowner access agreements, and public outreach within the South Fork Little Butte Creek Watershed. This work is to support Reclamation's work as part of the Rogue Basin Biological Opinion (BiOP) which includes implementing coho salmon habitat projects. Because Reclamation does not own land in this area Reclamation must work with local landowners to implement projects on private property within the Little Butte Creek watershed. This sole source intent is under the authority of FAR Part 6.03 Firms believing they can provide the PIT tags must provide written notification to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotations and award of this requirement will not be delayed to qualify a new contractor. Responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Prospective contractors MUST be actively registered in the SAM database to be eligible for award. Firms should identify business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 924110.
