The Department of Homeland Security (DHS), Office of Procurement Operations (OPO) is issuing this Presolicitation notice to publicize an upcoming DHS-wide copier requirement, titled Multi-Functional Devices (MFDs), in support of the DHS Office of the Chief Administrative Officer. The MFD requirement will be procured under FAR Part 8.4 "Federal Supply Schedules". This requirement will be procured through a Federal Supply Schedule competition amongst all GSA Schedule 36 holders under category 51-100 (copiers). This solicitation requires that the Contractor provide all DHS Headquarters and Components with the ability to purchase and lease Multi-Functional Devices with capability to print, copy, scan, fax, and e-mail both Color and Black and White documents through the DHS network or as stand-alone devices. The Contractor shall provide services for the MFD products to include, but are not limited to, delivery and installation, training, uptime percentage and automatic meter read reporting, maintenance, repair, product refresh, relocation and disposal of equipment, network functionality, and security accreditation including technical and network installation support. The Government does not intend to issue an award on the basis of the responses generated as a result of this Presolicitation Notice nor otherwise pay for the preparation of any information submitted or for the Governments use of such information. No basis for claims against the Government shall arise as a result of a response to this notice or the Governments use of such information as either part of our evaluation process or in developing specifications for the RFQ. Responses will be held in confidential manner. Anticipated Procurement Timeline DHS/OPO anticipates releasing a DRAFT Request for Quotation (RFQ) via GSA E-buy on or about April 23, 2010. The DRAFT RFQ will be open for comments for approximately two (2) weeks. DHS/OPO anticipates releasing a RFQ via GSA E-buy on about June 1, 2010. The RFQ will be open for twenty (20) calendar days. The anticipated award date is on or about September 24, 2010 for the subject requirement.
