R -- ISO 9001 Re-Certification

The U.S. Coast Guard Engineering Logistics Center (ELC) is currently certified to ISO 9001:1994 and intends to be transitioned to the 2000 standard in June 2003. This requirement is for services of a Registrar to audit the ELC’s processes for continued conformance to the standard and conduct bi-annual (6-month) surveillance audits throughout the period of certification. The ELC’s current certificate expires on December 15, 2003. Current requirements: 1) The contractor shall be a registrar accredited through the American National Accreditation Program for Registrars of Quality Management Systems as administered by the American National Standards Institute (ANSI) and the Registration Accreditation Board (RAB). 2) The scope of accreditation shall include North American Industry Classification System (NAICS) codes for Engineering, Accounting, Research, Management and Related Services. 3) The lead auditor shall have experience with at least one (1) U.S. Government facility and a familiarity with the Federal Acquisition Regulations, 4) the lead auditor shall be certified by the RAB, and 5) the other members of the audit team shall have participated in at least one (1) audit of a facility for compliance with ISO 9001:2000. It is intended to award a firm-fixed price contract for a Re-certification Audit (if current Registrar) or Assumption Audit (other than current Registrar) with options for 6-month surveillance audits over a three (3) year certification period. Response times shall be set forth in the specification. The Request for Quotation (RFQ) shall be issued via Federal Business Opportunities (FedBizOpps) at www.eps.gov. Hard copies of the Request for Proposal will not be issued. It is incumbent upon contractors to monitor the EPS systems for solicitation release and all subsequent amendments. The date and time for receipt of proposals shall be specified in the Request for Quotation. The applicable North American Industry Classification (NAICS) Code is 541614 and the size standard is $6.0 Million.
