76 -- DIGITAL FLOOD LAYER PLAIN MAP SOFTWARE

The Federal Emergency Management Agency (FEMA) intends on issuing a Purchase Order, utilizing Simplified Acquisition/Commercial Items/Sole Source procedures to First American Flood Data Services, Austin, TX for the purpose of purchasing a COTS Digital Flood Layer Plain Map data software package. Delivery shall be FOB Destination to Bluemont, VA. The software package consists of: 1) Data set must include comprehensive up to date Community Code, Zone, Floodway, COBRA Zone, Panel Number, Panel date, Panel Type and PCOMM code information for National countywide coverage (including US territories). 2) Data set must be in a format compatible with major mapping software products (i.e. MapInfo, MapX, MapXtreme or Spatial Ware). Data must be deliverable via CD-ROM. 3) Data set must include an enterprise license for Internet, Intranet and WAN use. 4) Data set must have the ability to receive periodic updates to ensure FEMA is working with current accurate information. 5) FEMA may share the flood zone results that FEMA obtains for specific addresses/locations with other Federal Agencies by using the proposed acquired data. The NAICS Code: 511210; Small business size standard is $21 million. This notice is not a request for competitive proposals; however, any received responses must be in writing. A determination by the Government not to compete this proposed requirement based on responses to this notice and other underlying factors is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The information submitted should contain adequate supporting documentation to allow the Government to make a determination as to whether or not a proposed Contractor is capable of providing the required goods. This notice also serves as a market research for possible small businesses who can provide the required goods.
