U.S. Coast Guard (USCG) Will Use Invoice Processing Platform (IPP) for Most New FY-22 Awards

This notice does NOT apply to any of the following: Awards issued by Aviation Logistics Center (ALC) Utility awards Awards established before October 1, 2021. Contractors of awards established before October 1, 2021 will continue to email their invoices to the shared mailboxes provided in the Special Notice at https://sam.gov/opp/4fc594ece59c41cb971bfa5ce14b2345/view until the award expires. For all other USCG awards , the following notice applies: The USCG is transitioning to the new DHS financial management and procurement system called the DHS Financial Systems Modernization Solution (FSMS) in the fall of 2021. After FSMS Go-Live (date TBD), you will submit proper invoices associated with applicable awards through the Invoice Processing Platform (IPP) at https://www.ipp.gov/. IPP is a secure web-based electronic invoicing system provided by the U.S. Department of the Treasury’s Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St. Louis. IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency. You will be required to enroll if you are not yet enrolled. Your contracting officer will provide enrollment information as well as links to vendor training resources and customer support contacts as the FSMS Go-Live date (TBD) approaches.
