Notice of Intent to Sole Source for Cunning-Running Software, LTD. Maintenance Agreements

The Transportation Security Administration (TSA) intends to contract using other than full and open competition for maintenance agreements in order to maintain and/or enhance as necessary the proprietary software package developed by Cunning-Running Software, LTD. and distributed by Mountain Horse Solutions already owned (purchased) by the TSA. The maintenance agreement shall cover 43 Point Mode Licenses; 100 Lite Licenses; 30 airport mappings; and 1 World Wide Mode License. Accordingly, the TSA intends to award a contract to Mountain Horse, 422 E. Vermijo Ave Ste. 405, Colorado Springs, CO 80903. This contract will address the requirements of The TSA Counter Man-Portable Air Defense Systems (MANPADS) Section (CMS) risk assessment project. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
