CONSTRUCTION COST ESTIMATING NETWORK SOFTWARE

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101, requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1. DHS / FEMA Region 2 has a requirement of a range of twenty-eight (28) to forty-five (45) ea., RSMeans Costworks Network Software Licenses, to provide construction cost estimate support for Public Assistance within Recovery and Mitigation divisions. These efforts involve cost and schedule estimates for heavy construction of non- standard projects to exacting specifications. The government intends to issue a sole source contract to RSMeans, Inc. (The Gordian Group), of Rockland, MA for RSMeans Costworks Network Software Licenses. The government believes that RSMeans is the only source capable of providing the required RSMeans Costworks Network Software Licenses, and that no similar product exists that will satisfy the requirement. Any other firm desiring consideration must fully demonstrate its capability, in writing, to provide the required items, no later than 06 January 2017 by 4:00 PM, EST.
