The U.S. Marshals Service intends to issue Request for Proposals (RFP) MS-02-R-0002 for Court Security Officer services for the protection of federal judiciary facilities in the First (Maine, New Hampshire, Massachusetts, Rhode Island, and Puerto Rico), Second (Vermont, Connecticut and New York), Fourth (Maryland, Virginia, West Virginia, North Carolina and South Carolina), and Sixth (Michigan, Ohio, Kentucky, and Tennessee) Judicial Circuits. The contractor must provide all management, supervision, manpower, materials, supplies, and equipment (except as otherwise provided) and plan, schedule, coordinate, and assure effective performance of Court Security Officer services. The contractor must provide at a minimum, qualified Court Security Officers (CSOs) that have successfully completed federal, state, county, municipal or military law enforcement academy training; that have a minimum of three calendar years experience as a certified law enforcement officer with arrest authority; background investigation; and physical fitness requirements. The Government intends to award separate contracts for each judicial circuit. The resulting contract for each judicial circuit will be a firm-fixed price, indefinite-delivery, indefinite-quantity, labor hour contract with a one-year base period and four one-year options. All options will be evaluated for award purposes. To be considered for award, the contractor is required to submit an offer on all sites within a circuit(s).
