Altium Designer Licenses

The Federal Bureau of Investigation (FBI) intends to award a sole source purchase order to Altium, Inc. 4225 Executive Square, Suite 800, La Jolla, CA 92037 for Altium Designer licenses. These licenses are a direct replacement of currently utilized Altium software within the Laboratory Division (LD). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06, the North American Industry Classification System (NAICS) is 511210 with a business size standard of 41.5 million dollars. A quote is being requested under solicitation no. DJF-20-0700-PR-0002402 using Simplified Acquisition procedures. This will be a fixed price contract for a12 month base period and four 12 month option periods. Based on FBI market research, it has been determined that Altium Inc.’s Altium Designer software is the only source to meet the FBI requirement and no other supplies or services will satisfy the agency requirements. Altium, Inc. does not have any authorized resellers capable of providing the required software maintenance. The proposed contract action is for software licenses for which the Government intends to solicit and negotiate with only one source under the authority of TLE 41,usc (c)(1). This notice is not a request for competitive proposals. The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR 52.212-1, Instructions to offeror-Commerical Items (JUN 2020): FAR clause 52.212-2, Evaluation Commercial Item (OCT 2014), FAR clause 52.212-4 Contract Terms and Conditions Items (OCT 2018); FAR 52.212-5 clause, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (JUN 2020). Each offeror shall include a complete copy of the clause 52.212-3 Offeror Representations and Certifications - Commercial Item (JUN 2020).
