R -- SOLE SOURCE SECURITY ACCESS ADMINISTRATOR

USDA, National Finance Center (NFC) located in New Orleans, Louisiana intends to award on a sole source basis, a purchase order to Barbara Carney. The purchase order is to provide for the continuation of services applicable to the NFC’s Security Realignment Project. The contractor shall (1) create new user accounts on multiple NFC computing platforms utilizing CA-Top Secret, Novell, DB2, IDMS and NFC internal application security based on existing NFC security specifications, (2) meet with agency representatives to determine security access requirements and (3) provide detailed updates and documentations. The authority for this procurement is FAR Part 13.106-1 (b), soliciting from a single source and no other supplies or services will satisfy agency requirements. Services deemed available from Ms. Carney are unique. She is qualified to provide for the continued provision of this highly specialized service requirement and she is an expert in NFC’s internal security policies and procedures. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. This is not a request for competitive proposals and no solicitation is available. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
