LSFS Historical Record Retrieval and Merging with Antibiotic Resistance Record Set

The following represents the Notice of Intent that will be posted on FedBizOpps.gov. The United States Department of Agriculture (USDA), Food Safety Inspection Service (FSIS) intends to negotiate solely with id enterprises, Inc., 2301 Macy Drive, Roswell, Georgia 30076 for the retrieval of data from LSFS backup tapes and merging into single data set with NARMS (antibiotic resistance) testing data. The FSIS laboratories utilized an electronic data system named the Laboratory Sample Flow System (LSFS) for entry, storage, and reporting of testing results from the 1990s. ID Enterprises is the only known source which can provide the required service to the current requirements. This procurement will be conducted under the authority of FAR 6.302-1 - Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements Citation: 41 U.S.C. 253(c)(1). They created and maintained the LSFS system for FSIS from the time it was created in the 1990s. This vendor has the hardware and software to retrieve the data from the existing FSIS backup tapes and the information about the system to be able to process the records and merge them with other record sets. The period of performance will be for a 12 month base period. This requirement is not for new service it's for continuous service on existing work that is currently being used. This is not a request for quotations or an announcement of a forthcoming solicitation. Request for copies of this solicitation will not be honored or acknowledged. The Government does not intend to pay for information received. All interested parties must respond within three (3) calendar days from the date of this notice. Written responses must provide clear and concise documentation indicating your firm's capability to provide the proprietary services and past performance capability. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to announcement #925742. If no viable responses have been received in response after Friday, August 17, 2018, 5:00 pm E.S.T to this announcement, USDA/FSIS shall negotiate solely with id enterprises, Inc.
