Notice of Intent to Sole Source Maintenance Services for Break-Bulk Freight X-Ray Systems, Carolina, Puerto Rico

The U.S. Department of Agriculture Animal and Plant Health Inspection Service (USDA APHIS) intends to issue a noncompetitive contract to L-3 Communication Security and Detection Systems, Inc., 10 Commerce Way, Woburn, MA 01801-1028. The contractor will provide annual equipment maintenance of six (6) Break-Bulk Freight X-Ray Systems, model PX107. Systems are located at the Luis Muñoz Marín International Airport in Carolina, Puerto Rico. The systems were manufactured by L-3 Communication Security and Detection Systems, Inc. See attached justification for other than full and open competition. The Government contemplates the award of a firm-fixed-price contract consisting of a base year and three option years. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit capability information/quotations which shall be considered by the agency. Responses must be submitted by email to Lisa Draves at [email protected] no later than February 8, 2018. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Respondents should ensure the information provided is detailed, current, accurate and complete. A determination by the Government not to compete this proposed contract based on the responses to this notice is solely within the discretion of the government.
